Good question.
The simple answer is 'Yes'
However as pokeballs won't work, you'd basically have to snatch it, get away from the trainer who'll be trying to get it back, and then have the possibility of getting reported and having police after you. Unless it's done without being noticed, like with your eevee.
So yeah it's allowed because of course they are thieves, but there'll be resistance. And the more you do it, the higher risk there is of being caught.
In terms of other players, as you've said you''d need permission, but that's fine if they let, most likely in plots etc.
Last, going completely against what I've said above, there is a pokeball being introduced that will allow the catching of caught pokemon, but that's plot linked.
