Pokemorphs. The result of fusing human and pokemon DNA, they at first appear to be a human with some of the traits of the pokemon with whom they share DNA, such as a Pikachu morph may have pikachu ears and a tail.
All pokemorphs can understand pokemon, though not all have the patience to learn how to speak back in the same language, and all can morph into the pokemon they are a morph of, though at first it is slow and painful.
Pokemorphs are capable of evolving, but only under extreme stress, if the other conditions needed are around, and the evoloution will aid them in some way, even if it's as simple as making them stronger.
Typically pokemorphs are made in a lab, when babies or embryosare infused with the DNA of a pokemon, with only a 50% chance of sucess. The rest die. As a result the creation and research of pokemorphs are forbidden, though that doesn't prevent some organizations making them anyway.
Due to their origins, pokemorphs are typically feared, or at least mistrusted by most humans. As such most will attempt to hide their differences and pretend to be normal.

Team Obsidian are the largest manufacturers of pokemorphs, as they operate outside the law. Every year they find young children, or people willing to donate embryo's, and make them into pokemorphs, as they are better at controlling and training Pokemon, and are skilled in a fight themselves.
Most of the pokemorphs are kept in quite poor conditions, sharing rooms with 4-5 others, constant tests, and there is generally little concern for their health until they are inducted as an official member of Obsidian, which happens when they are around 16-17.
However theres is a special group of pokemorphs who are given a few more privileges. They are the 'Gems' and all of them are children of higher up members of Obsidian, and where given as embryos to help with the research. They are trained from a young age to follow Obsidian, and are stronger then most of the other pokemorphs. They have their own rooms, and typically treated better than the others, and are actually allowed to tell the others what to do, however they are in some cases still treated quite poorly. The faces of these pokemorphs are well known among the others, and are often an object of hate, even if they've done little wrong.
With the new rules it's the Gems who are being assembled to go a Pokemon journey, if they are old enough, though a couple of the other pokemorphs are as well. Unlike most recruits, the majority of the Gems have their Pokemon chosen by their respective parent, though not always.
At least that was the plan, however one of the gems, Lysander O'Brian recently staged an escape with a group of the non-gems. Hundreds got free, and are now on the run. Most are hiding, and evading capture though a couple of the braver ones are signing up as trainers, hoping that if they become stronger, they will no longer have to fear Obsidian, and can perhaps even bring it down.

1. Pokemorphs can't use attacks in human form 2.Pokemorphs can only fight wild pokemon,or in plot to defend themselves. 3. No legendary Pokemorphs - The DNA of a pokemon is needed to create the pokemoprh, and to get hold of legendary DNA is extremely difficult. 4.Most pokemorphs can only use a few attacks in poke form. Gems are the exception as they are trained to use them 5.Only mods may have Gems. 6.To have one you must be either one of the runaways or a member of Team Obsidian. If you have to have come from somewhere else, it needs to be a really good reason for whoever made you to break the law. 7. Not a rule, but most people fear pokemorphs. I suggest you keep the fact you are one hidden most of the time. Also Team Obsidian will either try and catch or recruit you, if you aren't with them already.
When the pokemorphs escaped, due to wanting to keep the fact of what they were doing under wraps, only those working alongside the project were told, along with those of high rank. As such not even all of Obsidian are aware of the pokemorph escape, or know their faces. (i.e Even if you're an obsidian memer and come across an escaped pokemorph, you won't konw it)
